Represented District 107 in the Florida House, 1992-1998. County Commissioner since 1998, District 5 (South Beach, Downtown Miami, Little Havana). Voted May 6 to override Mayor Carlos Alvarez's veto of developments outside of the Urban Development Boundary. Voted for the Megaplan Megadeal (Interlocal Agreement between county and City of Miami).

This marks the first time in South Florida history that a Cardinal has been welcomed to a synagogue. Cardinal William H. Keeler is Archbishop Emeritus of Baltimore and is legendary in the reconciliation of Catholics with Jews.
